OVERVIEW
I'll admit it; I don't really like Ornate Bow. Sure it's fun and mechanically interesting but, to me, it just seems anachronistic in a 1920's-themed game. Though, I guess I can accept it as a relic of some lost age. That said, after reading a Reddit post on the subject recently, I decided to throw together a quick deck based around "Skids" O'Toole using an Ornate Bow. It's designed for solo, but could easily be adapted for multi-player, especially with "Skids" as a pure fighter. It can also be done with as little as 3-6XP for Streetwise and one copy of Ornate Bow. If only using one Bow, sub in 1-2 Prepared for the Worst.

THE ARCHER OF ARKINGHAM
Although "Skids" probably has better options for combat, he may be one of the best investigators to get the most out of Ornate Bow. One of the drawbacks of the Bow is that it requires an action to reload. "Skids" O'Toole's effect gives him that extra action, as can other Rogue cards like Leo De Luca, Quick Thinking, Ace in the Hole, etc., as well as Police Badge, which also boosts his low .

Another drawback of the Bow is that using an action to reload it while engaged with an enemy will trigger an Attack of Opportunity. "Skids" is also well-suited to manage this with the likes of Narrow Escape (for a +2 to his next attack), Dodge, and On the Lam. Better yet, Venturer can reload the Bow 1x/turn as a action, avoiding the AoO altogether. [Unfortunately, Inspiring Presence doesn't sport an icon, or he could commit it to an attack and ready Venturer to reload for a third attack! Though, with Charisma, he can have two Venturer's in play.] Or "Skids" can simply evade then attack, as the exhausted enemy won't make an AoO.

One, rather cinematic, tactic that "Skids" can use is to avoid a spawning enemy and move to a connecting location with Think on Your Feet [I like to picture him doing an acrobatic backflip], then make a ranged attack against that enemy with Ornate Bow + Marksmanship for 4 damage. For extra flair, commit "Watch this!" to the attack. The same tactic can work with Cat Burglar or Elusive, too, especially against enemies he's already engaged with.

A third drawback of the Ornate Bow is that it takes up both hand slots. "Skids" O'Toole's answer to this is the Bandolier. Yeah, you gotta get the Bandolier strapped on before you can carry both the Bow & Lockpicks (or Flashlight), but "Skids" can use Machete and evasion until the Bandolier/Bow combo enters play. Of course, if you're playing multi-player, "Skids" can forego the Lockpicks, add 1-2 Prepared for the Worst and go full-out archer.

VARIATIONS ON A THEME
Lots of cards could find a place in this deck--Leo De Luca, Cat Burglar, Lola Santiago, Police Badge, etc.--, but I've tried to stick to the Robin Hood theme (with the exception of Streetwise... Woodwise?)--Machete is his "sword"; Brother Xavier is Friar Tuck/Little John; etc.--while still having a reasonably functional deck: Ever Vigilant helps get assets into play or can be used to investigate; Guts helps against treacheries; etc.

For variation, one could go with On the Hunt, Evidence! & Scene of the Crime for a Green Arrow vigilante theme. Or send "Skids" on a wilderness outing (a la Deliverance?) with a Survival Knife and Guard Dog. Theme or no theme, "Skids" O'Toole may seem like an unlikely archer, but he's pretty sharp with that Ornate Bow.

A Think on Your Feet + Reload + Marksmanship turn would be really fun to pull off.

Oh that is awesome! My buddy is playing Skids right now (I playing Jim Culver). He’s aiming for a more investigator approach. However, I think he would totally love your deck build. It’s definantly something I’ll show him and see if he would want to make a few adjustments so that he can at least protect himself when I’m not able to back him up. My Jim deck is more of a Tank build and his is evade and investige. When we get split up he tends to take a bit of a beating (mostly because of bad token or treachery pulls). I wil definanty give this a high recommendation . Nice work!!!
