Similar to you, I was interested in building decks for Sefina struggled wrapping my head around her. I tried several builds and tested them against the Night of the Zealot campaign, using fixed EXP levels of 0, 9, and 19 for the respective scenario. I built my decks for true solo but they are easily adapted for multiplayer as well.

My core takeaways were as follows:

(1) Use assets to cover your core responsibilities. Six assets is a good number to ensure that you see at least one card for clues and enemy managment in your opening hand. I spread my cards evenly between both (3 each) but you might want to mix it up depending on team composition.

(2) Keep the number of assets as low as possible but ensure all core areas are covered. Imho, 12 is as high as one should go with assets and 10 is usually enough.

(3) Cover your economy well. Events are expensive and we are looking to play a lot of them.

(4) Drawing cards is a bit difficult with Sefina due to Stars of Hyades. Filtered draw, such as Friends in Low Places, Arcane Initiate, and Underworld Market are very worthwhile.
