For the very first scenario use Flashlight, Perception + Jacqueline's innate, and Clairvoyance + Guts to full clear the locations. The first scenario typically gives the most experience.

Priority typically is upgrading your Clairvoyance. Most scenarios give experience points for full clearing locations which a fully upgraded Clairvoyance will do. Recharge to ensure Clairvoyance doesn't run out of charges so you can full clear everything. Next is maxing Azure Flame to ensure you can handle monsters.

Depending on the scenario if there are enemies/bosses that need evading you can run Ineffable Truth.

Last is the luxury upgrades like Arcane Studies, Ward of Protection, Skills, and Grotesque Statue.
