Luke is one of the best investigators to abuse the Pendant of the Queen after it's taboo changes. The Pendant is no longer recurrable, but it is Rechargeable and you can use Enraptured to get more uses out of it. Premonition makes Recharge more reliable.

Furthermore, Luke can trigger Whitton Greene every time he uses the Gate Box, and can find you the Segment of Onyx really fast. Alongside Backpack (especially Backpack (II)) you can usually assemble the Pendant in the first couple of turns. While the Pendant gets you clues from high shroud locations, Luke's 3 Book score alongside Whitton and Celaeno give him a respectable 5 Book to investigate low shroud locations.

The rest of the deck is support for Whitton and Backpack so you don't whiff (Celaeno Fragments, Scroll of Secrets and Tooth of Eztli), some events to deal with Hunter/Doomed enemies (Spectral Razor and Storm of Spirits) or cards to help you investigate and trigger Eureka! and Enraptured (Premonition, Practice Makes Perfect, Deduction, Perception and Promise of Power)

You would want to upgrade to Segment of Onyx and Recharge (II) as soon as possible to start abusing the Pendant. Tooth of Eztli, Deduction and Practice Makes Perfect can easily be dropped without harming the integrity of the deck. After that you can upgrade to Backpack (II) to more reliably find your Segments. Time Warp and Grotesque Statue are two more ways to more reliably Recharge your Pendant.

After that, you are pretty much set. You might upgrade to Recharge (IV), Whitton Greene (II) or Grotesque Statue (IV).
